Stratecon’s past experience and performance demonstrates a reputation for high quality support with repeat customers. Stratecon is gaining a positive reputation by producing quality results in the products and services we deliver. Here is a list of representative contracts Stratecon is performing or has successfully completed.

Client: Marine Corps Systems Command (MCSC)

Stratecon supported MCSC’s major system procurements by recommending sourcing strategies, assisting in acquisition planning, and developing key acquisition documents.  We assisted in the development of solicitations, proposal reviews, contract award documentation, monitoring contractor performance, resolution of performance and payment issues, and close-out of contracts.  We also offered consulting services concerning overall procurement policy review and implementation.

Client:  Marine Corps Systems Command, Joint Mine Resistant Ambush Protected (MRAP) Vehicle Program (JMVP)

Stratecon provided comprehensive professional contract support for all MRAP vehicles and associated systems.  Services included acquisition planning and execution for urgent fielding and support, engineering services and requirements analysis (including spiral technology development/insertion); GFE integration; test and evaluation; production support; IP support; and preparation and updates of ACAT I D acquisition documentation.  Programs included high priority Joint Service and Foreign Military Sales (FMS) requirements with extensive Congressional, Department of Defense (DoD), Department of the Navy (DoN), Department of the Army, Special Operations Command (SOCOM) and United States Marine Corps (USMC) interest.  We were expected to respond effectively to diverse actions requiring novel approaches, under stringent time constraints. 

Client:  Marine Corps Systems Command, Product Group 15, Ground Transportation and Engineer Systems Acquisition Support PG 15 GTES

Stratecon Acquisition Specialists provided general acquisition business and contract administration support to the MCSC Assistant Commander for Contracts (CTQ).  We directly supported the Program Managers, project officers, engineers, logisticians, financial managers, and the Contracts functional managers for all GTES products and services. 

Client:  Department of Homeland Security (DHS), Transportation Security Administration (TSA), Office of Acquisition

Stratecon provided development and execution of approved acquisition strategies, and prepared pre-solicitation documentation for negotiated procurements, ensuring adherence to current applicable clauses, laws, regulations and policies.  We reviewed proposals, conducted cost and price analysis, and developed pre- and post-negotiation memoranda.  We performed various administrative functions and provided a full range of contract closeout activities.

Client:  Department of Homeland Security (DHS), Transportation Security Administration (TSA), Office of Acquisition

In a separate contract, Stratecon worked with the Office of Acquisition to develop procurement best practices and to increase the organization’s overall effectiveness.  We helped to implement communications strategies to support workforce development and staffing, and supported other organizational improvement initiatives (such as implementation of Lean Six Sigma recommendations, office metrics and measurements, and management controls).  

Client:  Marine Corps Systems Command, Contracts Business Operations Division

Stratecon provided comprehensive acquisition services to support contract executions, financial obligations, and expenditures related to supplemental funding for the Global War on Terrorism.  We provided extensive coordination with internal and external personnel, including contracting officers, financial managers, program managers, product group directors in the Department of Defense (DoD), Department of the Navy (DoN), and Headquarters, US Marine Corps (HQMC). 

Client:  Marine Corps Systems Command, Product Group 9, Operational Forces Systems

Stratecon helped to develop appropriate sourcing strategies, and assisted in the development of solicitations and review of proposals for various procurements, including, but not limited to, commercial, simplified acquisitions, and major weapons systems.  We assisted in the preparation of contract award documentation.  After contract award, our Acquisition Specialists monitored contractor performance, implemented standard contract management procedures, proposed and executed solutions to problems that arose during contract performance, reconciled payments, and prepared contracts for close-out.

Client:  Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Secure Borders Initiative (SBInet)

Stratecon’s services included contract award and management, cost and pricing support, and contract administrative support.  We also worked with the SBInet Contract Officer to develop solutions and recommendations regarding contractual issues arising from various program support contracts.

Client:  Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Information Technology (OIT), Modernization Program Contracting Officer

Stratecon provided acquisition support in the areas of Contract Award and Management, Cost and Pricing Support, and Contract Administration Support.  Our acquisition specialists also worked with the Contracting Officer to develop solutions and recommendations concerning contractual issues.

Client:  Marine Corps Systems Command, Product Group 13, Infantry Weapons Systems PM-Infantry Weapons Systems (IWS) Support and PM-Optics Non-Lethal Systems (ONS)

Under this contract, Stratecon recommends appropriate sourcing strategies, assisted in the development of solicitations, reviewed proposals for various procurements, and assisted in the preparation of contract award documentation. 
We provided a range of post-award services, including monitoring contractor performance, implementing standard contract management procedures, proposing and implementing solutions to performance-related problems, reconciling payments, and preparing contracts for close-out.

Client:  Department of Homeland Security (DHS), Office of Chief Information Officer (OCIO), Information Security Division (ISD), Infrastructure Operations

This task required Stratecon to (1) satisfy the requirements of the Security Certification Phase as defined in NIST SP 800-37 (Guide for the Security Certification and Accreditation of Federal Information); and (2) to serve as the validation arm of the Information Technology Services Organization (ITSO) Security program.

Client:  Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Analysis Branch (IA)

Stratecon provided acquisition planning activities, evaluated proposals, supported the acquisition implementation process, and performed procurement package management. Planning services involved conducting a variety of studies and analyses to develop overall acquisition planning documentation and to ensure timely responsiveness and sound contract-related products. 

Client:  U.S. Coast Guard, Office of Command, Control, Computers, Communications, Information Technology (C4 I&T) Project and Acquisition Management Office.

Stratecon supported the Coast Guard in the establishment of the C4 I&T Project Project and Acquisition Management Office.  Tasks included project management for acquisition and human resource planning, policy document development, monitoring, and acquisition tracking and support.

Client:  Department of Education, Federal Student Aid  (DoED FSA)

Stratecon analyzed and evaluated Activity-wide procedure policy and provided guidance on related issues.  We identified acquisition problems and concerns, developed innovative and practical solutions, and drafted policy and processes for Activity review and implementation.  Our Acquisition Specialists also conducted a full range of contract closeout activities. 

Client: Department of Homeland Security, United States Customs and Border Protection Bureau - Program Management Support to Asset Management Division

Under this contract, Stratecon is providing program support to the Asset Acquisition Division to include assisting with the program management of property control improvements, drafting strategic documents, and developing performance measures. Based on a collaborative effort with the Office of Finance, Stratecon is providing technical and analytical services to support the program management of property control improvements, draft strategic documents and develop property management performance measures.

Client: Department of Homeland Security, United States Customs and Border Protection Bureau – Management and Logistics Support, Vehicle Fleet Management

Under this contract, Stratecon is providing program management and logistics support to the Fleet Program. This includes assisting program managers in day-to-day operations, resolution of issues and problems and evaluating existing processes through analysis. It also includes the development of performance metrics and re-engineering of business processes to improve efficiency, reduce life cycle costs and improve coordination between agencies.

Client: Department of Homeland Security, United States Customs and Border Protection Bureau - Contract Management Support to the Customs Modernization Program

Under this contract, Stratecon is providing on-site contract management support to the Customs and Border Protection Modernization Office (CBPMO). These contract professionals provide recommendations regarding official program direction in the formation of contracts, resolution of contracts-related issues, and provide on-going contract administration management for the Customs Modernization Program.

Client: Department of Homeland Security, United States Customs and Border Protection Bureau – America’s Shield Initiative (ASI)

Under this contract, Stratecon provides Contract Award and Management support, including recommendations regarding official program direction in the formation of contracts, resolution of contract related issues, and provides ongoing contract negotiation and contract management for the ASI program. This includes participation in Statement of Work preparation, distribution of proposals, cost and price analysis support, pre and post negotiation memoranda preparation, participation in modifications, change order and ECP preparation, and post award contract administration.

Client: Department of Homeland Security, United States Customs and Border Protection Bureau – Contract management Support for the P-3 Program Office

Stratecon provided contract management services in support of the United States Customs Service P-3 Program Office. This included providing advise and assistance in preparation of contract documents and Requests for Proposals, reviewing procurement documents, ensuring compliance with regulations, evaluating proposals, performing cost/price analysis and preparing for and participating in contract negotiations.

Client: Defense Threat Reduction Agency - Assessment of Charge Card Programs

Stratecon conducted an independent assessment of DTRA’s Purchase Card and Travel Card Programs. Stratecon reviewed, identified deficiencies and made recommendations for improvement in the following areas: Agency Policies and Procedures, Internal Management Controls, DTRA Education/Training programs and effectiveness of DTRA payment processing

Client: Defense Contract Management Agency – Acquisition Support to the Government Purchase Card Program

Under this contract, Stratecon is performing pre-award and post-award duties to support Contract Specialists, Procurement Analysts, and Managers in support of the Government Purchase Card program. This also includes assisting in developing DCMA Purchase Card policy, managing training requirements, managing accounts, generating reports and performing analysis of card usage and tracking and resolving issues with invoices, payments and shipping.

Client: Defense Logistics Agency – Contract Closeout Support

Stratecon provides all services, supervision and labor to close out expired federal government contracts in accordance with standards established by the Federal Acquisition Regulation (FAR) 4.804 “Closeout of Contract Files” and 42.708 “Quick Closeout Procedures”.

Client: Defense Finance and Accounting Service – Contract Reconciliation Process Improvement

Under this contract, Stratecon reviewed and analyzed Defense Finance and Accounting Service (DFAS) acquisition processes to identify areas for substantial improvements in quality, performance and cost. Based on the analysis, Stratecon made and implemented recommendations and conclusions, and assisted DFAS in evolving their acquisition process into a new performance environment.

Client: Defense Finance and Accounting Service – Contracting Officers Representative Course

Under this contract, Stratecon provided classroom training to Contracting Officer’s Technical Representatives (COTRs). This included development of a three-day course that provided students with an understanding of the Federal Procurement System, which focused on the rules and principles of contract administration. The course included supplementary materials including guides, evaluation critiques, and training completion certificates.

Client: DoD/Office of Under Secretary of Defense/Acquisition Technology and Logistics/Defense Acquisition Regulations Office – Defense Acquisition Regulations Case Management and Technical Support

Under this contract, Stratecon provides full time support to the defense Acquisition Regulations Office to facilitate the Department of Defense’s (DoD) execution of the Federal Acquisition Regulation and the DoD FAR Supplement (DFARS) rulemaking processes. This includes all elements of case management and editorial support required to process a case, develop the Procedures, Guidance and Information (PGI) resource companion to the DFARS and to emphasize the use of technology tools.

Client: U.S. Army, Army Contracting Agency, ITEC4

Under this contract, Stratecon provides cradle to grave contract management support for award of orders against existing Army contracts, GSA schedules and open market purchase orders, as well as all pre-award requirements for new contracts and post award administration. Stratecon also provides procurement analysis including acquisition planning, developing strategic sourcing options, source selection evaluation and reviews of procurement processes.

Client: PEC Solutions - Award Fee Software Analysis and Evaluation

Stratecon provided expert analysis and advice to PEC Solutions for Award Fee Tasking for PEO STAMIS, Operations and Mission Support Task. Reviewed and Analyzed Award Fee software products and provided business case supporting best value to meet the Fort Belvoir Contract Management Office requirements.

Client: NASA – Procurement for Space Telescope Science Institute

Stratecon procured a variety of standard and non-standard goods and services in accordance with federal government and NASA requirements. The effort included cost analysis, development of Statements Of Work, RFPs and Purchase Orders as applicable, and management of the procurement vehicle through delivery.

Client: Contract Management Institute - Performance Metrics for the Contract Management Discipline Research Study

Under this contract, Stratecon used surveys and other research methodologies to study the metrics and evaluation techniques, devices, methods and systems that are being used by organizations to evaluate and measure the performance of Contract Managers. This study addressed the basis for which the current performance metrics were established and how they are implemented. It also assessed which metrics motivate productive performance, and which metrics are believed to hold the greatest potential for the productive evaluation and measurement of contract managers in the future. Of the 3,000 surveys distributed for this survey, 27% were completed and returned, representing a more than adequate response to derive statistically significant results. The findings from this research are considered standards for the profession.
