Stratecon was established in 1998 by Ms. Catherine Z. Remley, CPCM who serves as
President. Ms. Remley’s vision for Stratecon is based on more than 18 years
experience in the computer, aerospace and defense, and telecommunications industries,
working in the contract management and business planning professions on a multitude of
projects. Her objective is to create an enterprising business management consulting
and support services company, distinctive in its field, that provides top-quality,
personalized consulting services to its clients while providing continuing and challenging
opportunities for its staff, as the company grows.
James S. Lee is the Chief Operating Officer for Stratecon. He is responsible for
corporate program and contract operations. His background includes close to 30
years in the Department of Defense acquisition community, including serving as
the Director of Acquisition for Defense Finance and Accounting Service. He has
extensive experience in major weapons systems and major automated information
systems acquisition. He served as a Senior Contracting Officer for major weapons
systems such as the Advanced Tactical Air Command Central and the Light Armored
Vehicle for the Marine Corps; as well as for major automated information systems, particulary, in DOD department-wide financial management systems. He was also the senior acquisition
official for the DoD Business Management Modernization Program. Mr. Lee has also
held the position as head of contingency contracting for the Marine Corps, serving
as a civilian contracting officer in Desert Shield/Desert Storm.
Stratecon’s company headquarters is located in Washington, DC. The U.S.
Small Business Administration approved Stratecon’s participation in the 8(a) program
commencing with June 1, 2001 for a nine (9) year term ending May 31, 2010. Stratecon is a
"women-owned" business.
